What "carrier-neutral" means, and why it matters
In much of Pakistan's telecommunications market, internet service providers and carriers exchange traffic through facilities that are themselves owned by one of the competing carriers — meaning a competitor's infrastructure sits inside a rival's building. A carrier-neutral exchange is different: it is owned by a party with no competing stake in the carrier business, so any ISP or carrier can connect on equal terms.
Hispar operates exactly this kind of neutral facility. ISPs and carriers connect directly to Hispar's facility rather than routing through a third party, cutting out unnecessary hops and giving every connected party dependable, low-latency reach both locally and internationally.
Submarine cable connectivity
Hispar's data centre is connected to all Tier-1 submarine cable landing stations in Pakistan. Since the vast majority of Pakistan's international internet traffic physically travels through a small number of submarine cable landing points, being directly connected to every one of them means Hispar clients avoid unnecessary domestic backhaul and the latency and reliability costs that come with it.
Path to Pakistan's first privately-owned Internet Exchange Point
Hispar Networks is on the path to becoming Pakistan's first privately owned Internet Exchange Point (IXP). An IXP is a physical location where multiple networks meet to exchange traffic directly, rather than routing through a third party or, worse, through international transit even for purely domestic traffic.
Today, Hispar already operates the practical equivalent of this — a true carrier-neutral exchange — and formal IXP recognition is the next step. For enterprise, banking, education, and government clients, this promises lower latency for domestic traffic, more resilient failover paths, and a genuinely neutral point where carriers compete on service rather than gatekeeping access.
